The Department of Culture of the Government of Catalonia is carrying out an Accessibility Plan for public scenic and musical venues, for the period 2016-2020. We will now explain the development of this accessibility plan. It is a great example of access policy for the scenic arts and music. The accessibility plan coordinates the implementation of legislation. An accessibility plan identifies and plans the actions required so that the area, buildings, transportation, products, services and communication have the legal accessibility conditions. It then evaluates the accessibility conditions. The phases or stages of an accessibility plan are: In the first stage you need to assess a given field of action. Secondly, you need to implement an action plan with strategic goals. Finally in the third stage you monitor and evaluate the accessibility plan. In the first stage of an accessibility plan, you assess the accessibility status in a given field of action. Based on a representative sample, you need to conduct fieldwork using data collection methods such as questionnaires and surveys. Once we gather the data, the accessibility status is analysed. Based on the conclusions, an action plan is drawn up. And this is the second stage of an accessibility plan. Firstly, you need to specify the strategic objectives, which should include the following areas: Promoting accessibility and drawing up the specific plans required. Improving the accessibility conditions of the facilities. Offering services and programmes for groups with disabilities. Promoting specific activities for groups with disabilities. Encouraging accessible communication. Training professionals. Promoting funding for accessible activities. Secondly, you must classify actions based on the strategic objectives. For each of the actions the following items must be specified: A detailed description of the action to be carried out. The responsible for the action. To whom this action is addressed, the users. The implementation deadline. The action’s budget. And the evaluation indicators for the action. And finally you need to set an implementation schedule and global funding plan for the entire accessibility plan. Final stage of an accessibility plan is monitoring and evaluation. First, a committee with stakeholders or representatives in the field should be set up and its functions should be determined. These functions can be: Monitoring actions to be performed. Writing annual reports that evaluate whether objectives have been achieved. Studying proposals for improvement in the framework of the action plan. Then, it is important to draw up general and individual indicators for the general and specific evaluation of the plan. Accessibility policies are implemented through an Accessibility Plan and, to properly develop and implement such a plan, the three stages just described and summed up here should be followed.
